U.S. Embassy Oslo seeks Social Media Strategist

Incumbent would lead the Embassy's effort
to select and produce strategic content along with overseeing online public
engagement. The position will also develop policies and procedures for use of evolving
digital technologies as well as coordinate strategic planning, audience
research, and program evaluation.
Strategic Planning, Analysis, Evaluation and Implementation
Plans, designs, creates, and delivers all visual and multimedia elements for Mission Engagement with host-country publics, in a variety of formats. Identifies, selects and customizes compelling visual and/or multimedia material for inclusion in strategic content packages in support of specific public engagement goals with target audiences.
Compiles/edits strategic content packages, incorporating policy material and appropriate visual/multimedia elements to support Mission objectives, appeal to priority audience segments, and meet multiple format requirements for dissemination.
Researches, tracks, and analyzes countrywide and regional digital trends to identify changing audience preferences for content structure and format, including graphic, video, photo and audio components.
Leads in identifying opportunities to take advantage of continuous global advances in digital communication technologies and changing host-country information consumption patterns and preferences to enhance Mission effectiveness in public engagement.
Recommends best practices for visual and multimedia components of Mission external communication and analyzes impact of activities to revise for future initiatives.
Builds and maintains professional relationships with leading communications and media community in host-country and identify new opportunities for Mission engagement and collaborate on digital diplomacy project of mutual interest.
EXPERIENCE:
Three years' of progressively responsible experience in a multilingual, multicultural or multinational commercial or communications enterprise with market research and analysis and project management as significant components of the job is required. Experience must include designing and executing information/marketing/advocacy campaigns using multifaceted (multilingual, multimedia) digital and traditional formats.
EDUCATION:
Bachelor’s degree in design, advertising, mass communications, business, marketing, political science, or international relations is required.
LANGUAGE:
ENGLISH: Fluency in Reading/Writing/Speaking
- English must be documented with test scores, high school English or university transcripts with English instruction
NORWEGIAN: Fluency in Reading/Writing/Speaking (B2 or higher)
- Norwegian must be documented with testing scores from Kompetanse Norge, 10 years of Norwegian secondary school, 3 years of Norwegian upper secondary school or Norwegian university transcripts with Norwegian instruction, or exam from Norwegian University
JOB KNOWLEDGE:
Must have strong creative skills and detailed knowledge of audio and video production, graphic design, and other visual content creation. Must understand how online digital properties and communities function. General knowledge of digital promotion techniques, audience analysis and analytics, and customer service standards is required. Must have general knowledge of project management, including defining project objectives, outcomes, and assessment methods.
